On July 6, 2020, the Risk Management Agency (RMA) issued Managers Bulletin: MGR-20-019, which announces the expansion of the number of counties where certain crops are insurable for the 2021 crop year having a June 30, 2020 contract change date. https://www.rma.usda.gov/Policy-and-Procedure/Bulletins-and-Memos/2020/MGR-20-019. RMA announced that alfalfa seed was expanded into Jerome County, Idaho; dry peas was expanded into La Paz, Maricopa, Pinal Counties in Arizona and Colusa, Fresno, Kings, Monterey, San Joaquin, Solano, Stanislaus, Sutter, Yolo Counties in California; and rye was expanded into Benton, Norman, Polk Counties in Minnesota.
ANALYSIS – This appears to be a routine expansion of insurance into counties were it was not previously available. This reduces the burden on RMA to issue written agreements.
